"As part of the revision of the electoral roll for the presidential elections scheduled for 06 June 2009, an administrative census oriented civil status shall be open to the entire country from 1 February 2009 to allow to all citizens of voting age (18 years and over) to be able to identify and obtain a birth certificate on the basis of which will be established a national identity card in order to register on the electoral roll to exercise their right to vote.
This operation is extended to all those who could not benefit from the 1998 census and censuses that followed.

-the old birth certificate of the person (e)
-birth of the father and the mother of the person (e), from RANVEC 1998
-birth brothers and sisters of the person (e), from RANVEC 1998.
